Take ACTController.dll from x64 if you have 64 bit version of Sonar, take it from x86 if you use 32 bit version of Sonar (even under 64bit Windows). Find the original file on your disk (with default installation, in C:\\Cakewalk\\Shared Surfaces), make a backup of it and put downloaded DLL there.
